If you go and look at simply the opening sequence with the gom jabbar box test you see the blatant eugenics hierarchy that's embedded in the story.
But this isn’t simply a case of Frank Herbert being a tone-deaf right wing Libertarian (even though he also was one of those). Instead, he was responding to the precedent set down in an earlier space opera:
